Update – Decision – 2 July 2020

As no objections or comments were received to the public notice published on 3 June 2020, The Cabinet Member for Education and Skills has resolved that his decision of 12 May 2020 should stand. Therefore the proposed changes to Stone Bay (Foundation) Special School can be implemented from September 2020.  The Canterbury Church of England Diocese and the Roman Catholic Archdiocese of Southwark may appeal to the Schools Adjudicator against this decision within four weeks of the decision being made.

Update June 2020

The Cabinet Member for Education and Skills resolved to issue a public notice in regard to the change of age range at Stone Bay (Foundation) Special School from 5–19 years to 4-19 years and to increase the designated number from 80 t0 90 places.

The public notice period will be from 03 June 2020 to 01 July 2020 and a copy of the public notice can be found in the document section, along with a copy of the complete proposal.

Within four weeks from the date of publication, any person may send in a response supporting, objecting or commenting on the public notice to Marisa White, Area Education Officer (East Kent), Brook House, John Wilson Business Park, Reeves Way, Whitstable, Kent, CT5 3SS  or email school.consultations@kent.gov.uk.

The final date for sending in written representations is noon 01 July 2020.

Proposal to lower the age range of Stone Bay (Foundation Special) School from aged 5-19 years to 4-19 years.

The Governing Body of Stone Bay Special School and Kent County Council (KCC) is proposing to lower the age-range of Stone Bay (Foundation Special) School from 5-19 years to 4-19 years to include a reception class from September 2020. The school currently specialises in providing both day and residential education for pupils aged 8 to 19 years who have autistic spectrum disorder (ASD), profound, severe and complex needs and additional comorbidities. All have an Education, Health & Care plan

Kent County Council (KCC) as the Local Authority has a statutory duty to ensure sufficient school places are available. The County Council’s Commissioning Plan for Education Provision in Kent 2019-23 is a five-year rolling plan which is updated annually. It sets out our future plans as Strategic Commissioner of Education Provision across all types and phases of education in Kent. A copy of the plan can be viewed from this link:

In recent years, Kent has experienced place pressure through all phases of education, including SEN, with the number of Education, Health and Care Plans (EHCPs) continuing to increase as a result.  The increased place pressure has been evident for all the main SEN need types, with Autistic Spectrum Disorder (ASD) being the most prevalent and fastest growing need type.
