Update - August 2019

Following the submission of the In Year Variation form to the Schools Adjudicator (OSA) Kent County Council has received the following determination.


In accordance with section 88E of the School Standards and Framework Act 1998, I approve the proposed variation to the admission arrangements determined by Kent County Council for Ellington Infant School, Ramsgate for September 2020.

I determine that for September 2020 the published admission number will be reduced from 90 to 60.

Update June 2019

The consultation on the a proposal to reduce the PAN at Ellington Infant School  from 90 to 60 from September 2020 closed on 8 April 2019. The Governing Body have considered the outcome of the consultation and have agreed to progress with the proposal. They have submitted an In Year Variation application to the School Adjudicator for a decision on the proposal.

Kent County Council (KCC) as the Local Authority has a statutory duty to ensure sufficient school places are available. The County Council’s Commissioning Plan for Education Provision in Kent 2018-22 is a five-year rolling plan which is updated annually. The Governing Body of Ellington Infant School would like to consult on a proposal to reduce the PAN from 90 to 60 from September 2020.

The primary pupil population in Thanet has declined over the past few years and Kent County Council’s Commissioning Plan for Education Provision in Kent 2019-2023 predicts a continuing reduction in Reception Year numbers during the Plan period.  The decline in Reception Year numbers has impacted on the school.  For September 2018 entry, the school only had 44 pupils to enrol, a further reduction from the 59 pupils enrolled in September 2017.  These low numbers have had a significant financial impact on the school. Decreasing the admission number to 60 will help to secure the future viability of the school. 

Although several housing developments are planned for the Ramsgate area, there has been delay in the proposed new housing coming forward.  However, if the demand for pupil places increases as more houses are built the school would agree to increase the PAN to 90 again
